Mayor Tom Wilson

Mayor Pro Tempore Terrell Franzen

Term expires May 2009

Mayor Franzen was born and raised in the Alvin area and attended schools in Alvin. Mr. Franzen graduated from Alvin Community College and then attended the University of Texas in Austin. He spent two years in the U.S. Army as a Military Policeman. After being discharged from the Army, he married Martha Stanton, to whom he has now been married over 40 years. Mr. Franzen worked in the fire protection business for 39 years as a design engineer and retired in February of 2005.

Alderman Franzen was appointed to the City Council shortly after moving to the City of Hillcrest Village in 1992, filling an unexpired term. He has served as an Alderman in several capacities since that time, overseeing the Sewer department, serving as Mayor Pro Tempore, and taking over the duties of Mayor in June 2007.

Alderwoman Pam Caloway

Term expires May 2008

Alderwoman Caloway has served the City of Hillcrest for three years and has been a resident for fifteen years. Ms. Caloway is employed by Sanders Morris Harris Group, a publicly traded financial services company, and has over 27 years of experience in the financial services industry.

Outside of the office Ms. Caloway is not only an Aggie Mom to a senior Texas A&M student, she also continues her 22nd year as a committee volunteer with the Houston Livestock Show and Rodeo.

Alderman Dick Williams

Term expires May 2008

Alderman Williams was appointed to serve the City of Hillcrest Village two and a half years ago when Jim Hawkins resigned. He has spent the last several years serving as the alderman responsible for roads and drainage.

Prior to moving to the Village, Williams spent 15 years as the accountant and property manager of an office complex consisting of ten buildings and seventeen different owners. He was responsible for obtaining and negotiating contracts relating to the common areas of the grounds, including lawn, building and parking lot maintenance. As a retiree, Williams spends most of his time in and around the Village and is therefore usually available if and when the need arises.
